What are your tank parameters?
Size of tank?
Other tank mates?
Can you set up a hospital tank for the fish? bucket, heater, airstone and pvc elbow/pieces is all that is really needed. (nothing porous..no sand, no rock)
Hypo salinity is one treatment that might help. (I run at 1.009 for 4 weeks for treatment). (you can slowly lower the specific gravity over a 24 hour period).
Also, feeding enriched foods by adding vitamins and garlic should help boost the fish's immune system.
keep us posted. good luck!

as for the water: You can use water from your tank and slowly add fresh/lower salinity water to it.
keep up with water changes. You need to reduce stress on the fish as best as possible.
hydrometers are not all that accurate and they will not be able to go to that low.
Do you have a refractomer?

acually I have an update.... i went to the LFS the other day and talked to a manager about chemicals and a sick tank, and I just happened to run into another customer there that has had the same problem I have....He suggested a garlic supplement??? So I tried it, so I wouldnt have to tear my tank apart to get fish out... I just got home today and the ICH is almost gone!!!! I really have to look closely the even seen anything on my clown, so he is doing alot better!!! (its made by kent and runs about $20, anyone wants anymore info just ask and I can tell more)

Hm, there is this inection like ich but instead of dots it is white sheets hanging off of the body. Small sheets.
Would hyposalinity/this garlic treatment work for that?

I've gone threw a few periods of my blacks going threw this once they got spots from hosting in my frogspawn I guess my frogspwn didn't care for them hosting in them and scard them up pretty good for awhile till I took my frogspawn out, another time my Male would get ruff in my sand bed and would get tiny pieces of sand particals stuck in it's slime coat and would have little white spots on him for some times a few days.

crny11216....the only thing i really know about the garlic treatment is that it is suppose tobe a major immune booster for the fish to help fight off infections, parasites, etc...such as ich... I took a chance with it hoping it would work and I notice a difference with my ich problem...that would be a desicion that I would say go ahead if you want to chance it, but I am not going to say it would work. It sounds like a good plan!
icereefer.... Ive kept a pretty close eye on my black, epecially with his health, and neither one of them have hosted anything(guess they are picky...lol)and they leave everything alone... they stick to each other... I dont think hes been playing in the sand bed... but that will be something that I will pay closer attention too... thank you
