Any kind of chemical to remove algae is nothing more than a cover up, or band aid. You really should find the source of the problem to correct it. I feel that is the best way. The problem is more then likely high phosphates and or nitrates. Could be caused from over feeding, too many fish, NTS ( New tank syndrome) Which basically means new tank cycles. Too much direct sunlight, not enough water flow in the problem areas. Those are just to name a few things that could be fueling the algae outbreaks. Keep up on the water changes with RO/DI water, A good protien skimmer, less feeding, and 0 phosphate foods is a good way to start eleminating the problem.
Other then that I can't say if that product is good or not.

well, chances are that the test kits are not going to be really accurate right now and there is some phosphates atleast. if the algae, or in this case bacteria, is taking up the phosphates then the test kits wont show it ;)
their has to be an excess of neutrients (more than is being taken up) for the kits to see ;)
Ryan gave some good advice. if it is a young tank than this is normal, sometimes mature tank also.
to answer your Q, yes Chemiclean does work. just remember these products dont just go after the bad stuff, good stuff will be taken w/ it.

tdevil is dead right about this one
As tdevil mentioned...Chemi-Clean does indeed work..for a week or two. But if you dont remove all of those nutreints that are released when it oxidizes the Cyno-Bacteria, then it will come back again, only this time worse than before. Chemi-Clean is great for buying you time and keeping a tank full of corals from being choked out while you address the root problem...excess nutrients. You need to figure out why you have these excessive levels of nutrients and then eliminate them. I have found it best to make one change at a time and then see what effect it has, elimenating one potential cause at a time until you find the one that suddenly shows improvement. This has worked better for me in identifying the cause and solving the problem, rather than to start making several changes quickly and then being left not knowing which corrective measure made the difference...
Just a suggestion...
