Welcome to CF Leefish! Your best bet is to read through the articles in our knowledge base and then plan what type of set up you'd like to go with. Here's a link for you to begin reading - http://www.coralforum.com/kb.php?mode=cat&cat=1

Small tanks can be volatile at first, so fewer fish are better. The rule of thumb for beginners is 1 inch of (mature) fish per four gallons. That gives you about 2.5 inches of fully grown fish. You could do two small ones or one medium. Our sponsor liveaquaria.com has a nice list of beginners' fish that you could choose from, but you have to be aware of what kind of tank you want. There are fish that have to be kept singly, fish that can't be kept with invertebrates, and lots of docile community fish.

it depends on what kind of fish. with that size of a tank you can put 2 clownfish.
