I don't wanna mess with corral right now, so I think FOWLR would be best for me.
All I want is 2 perc clown's, a diamond goby, blue tang, long nose butterfly
And maybe some snails, hermit crabs, and shrimp
would this work with a beginner?

Sure it will....
Butterflys are a bit on the difficult side, I'd recommend holding off on them until your tank is established and you have some experience under your belt...
I'd advise setting up the tank with corals in mind for the future...when you feel you are ready for corals, your tank will be ready...

I would advise against tangs of any sort unless you are setting up a 90g or larger tank. tangs need room to grow and move around.

i think a blue tang would be fine in a 75?

Minimums of a 75. I don't recommend looking for fish if you can only just cope with their needs. Tangs are active swimmers and if you are going for a 75 you are better off with a yellow tang.
90 sounds a reasonable size and if you can make it a 90 long... then yuor winning.
Good luck with the tank!
