Live rock is better, Bio balls seem to be like nitrate factorys as same as sponges, and i would bet you will need a good skimmer

bio balls are fine as long as you keep them properly maintained, if you leave them to collect deterius they will pollute your tank. Maintenence is the key.

Skimmer will do wonders for your tank. LR would be the way to go, but it gets expensive. You will need 75lbs of LR for a FO tank the size of yours.

If you do get a skimmer try and steer clear of the ones that have air stones, they clog and you are constantly adjusting the air flow to make up for the stone getting clogged.

price your LR at liverocks.com too. I found them to be the same basic rate as buying LR locally, but the quality was significantly better than ANYTHING I saw here. Plus i got free critters on my rock I ordered...nothign in the 10lbs I bought local.
