overflow filter imbalance?

I have a 175 gal. bow front tank if needed. Ive noticed that my overflow (prefilter) tanks are very imbalanced as far as water flow. On the left side of the tank, the water level is above the filters. The one on the right side of the tank is less than half way up. I do know that the tank has settled to the left. What danger in this is there? Basically, the left overflow has twice the water flow than the one on the right. Is this a problem?

That could just be a dirty filter. if you look at the tank and at the water line in it, is it level with the top edge of the tank

Wow, its not totally level, but I just cleaned the filters and that cured the problem. God were they dirty! I will clean them once a month.
