Well, the fish may not show any agression immediately, because he is new, but he will probably turn nippy once he is settled in and starts looking for territory. Yes, generally, the Fiji blue devil damsel is an agressive fish.

-"i got my fiji damsel yesterday"
-"theyre supposed to be aggresive but mines isnt"
Now there's two contradictory statements if I've ever heard any...
I assume you have a Chrysyptera taupou, or Fiji Blue Devil Damselfish. These fish ARE aggresive and should not be housed with others of thier own species, of simlar shape and color or any passive tank mates.
If you have no other fish in the tank it will be hard to judge his aggression (trust me its there). Also, he is still adjusting to the new environment and has not had time or the tank mates to assert his dominance and territoriality over. Give him some time to grow up and some tank mates to pick on, and I would wager money that you will have little terror on your hands.

I highly doubt you will be able to introduce new fish into this tank if that's your intention. Once his territory is established anything that comes in will be a threat and delt with accordingly.
Good Luck.

dont wary i got a method alrey
#1 bag the fish and put it in a brown paper bag.
#2 add the new LR and rearange the tank
#3 make caves and structures out of the LR for the new fish
#4 add the new fish and let it get used to its suroundings
#5 then im guna add the fiji damsel.
then cause its all moved around the damsel will have to claim new territory.

I just want to chime in here and remind you that you have a relatively small tank. With your sand and rock displacing even more water, there will not be enough territory for more than one damsel. Your "plan" may work for a much larger tank, but a 15G just isn't big enough for two aggressive fish. Someone will probably die! I know that is the last thing you would want for your charges (proprietary and monetary)!
I wish you the best of luck, but please keep the fishes' wellbeing in mind.
